Gaps between government expectations and practical impacts on related parties.

One and half years ago, MQSC (Market and Quality Supervision Commission of Shenzhen Municipality：A government department to issue Business License of an enterprise in the consideration of enterprise establishment.) launched new regulation saying that actual office is not compulsory to set up an enterprise in Shenzhen. It implies that the strictest requirement was stopped among the whole registration processes. For the office, a formal lease between the proposal enterprise and the proprietor from determined lease office was required. In the lease office, it used to be the only step the legal representative of the proposal enterprise needed to present to the office no matter where the legal representative was! It is understood as a step for Shenzhen business management to international like Hong Kong. However, today, being with a virtual office might have difficulties for the enterprise on opening a bank account.

Again, on Oct.8th, 2016, an update from ETIC (Economic, Trade and Information Commission of Municipality： A government department to process the first approval for a foreign investment related enterprise in the consideration of WOFE establishment.) launched an update about changing the first approval to just a filing after collecting business license. The announcement could be traced up in our previous WeChat issued on Oct.11th. However, till today, the MQSC has not ready to accept the business executive matters without MQSC’s written approval. MQSC stops accepting any pre-applications related to enterprise business executive matters; ETIC says that they have not received any announcement about the update.

Besides,this is understood as government of China shows its welcome to foreign investments. In the fact, currently, capital cash infusion from foreign countries has been rejected even that is only $20 more than the capital amount filed while company establishment!

We are expecting the regulations are updated among departments simultaneously as well as taxes matters.

Gaps to a foreign educated student back to work in domestic environment

Cases being in domestic business executive environment is not easy for a foreign friend to understand but it needs to be understood and familiar for students educated abroad in order to welcome them back and contribute their intelligences to domestic companies. What could we do?
