In some cities, the filing deadline is divided by a period of day number, such as from 1st to 5th, 6th to 10th etc.  it is defined in calendar month rather than number of days per a month. Take for example, the establishment date shown in the Business License is Jul.25th, the tax filing normally shall be handled in August per deadline.
